Mr Ally Hussein Laay

SCL Board Chairman


Mr Laay joins us with proven and excellent performance from the SAGCOT Audit Committee, of which he has been a very active member. His experience in investment appraisal on Tea, Coffee, Dairy and Cotton with various donors brings an added value. His broad and life long experience ranges from: the Agricultural Bank of China, to respective projects funded by ODA & DANIDA with the Ministry of Agriculture, Cooperatives and Livestock Development as the lead officer responsible for the preparation of Statement of Affairs and Assessment of Viability for Tabora and Shinyanga Regions Cooperative Unions in the West Cotton Growing Area (namely known as WCGA under DANIDA). Currently, Mr Laay is a Board Member of the following : CRDB Bank Plc, where he is the Chairman, Tanzania Tourist Board (TTB), and National Housing Corporation (NHC). Mr. Laay holds an MBA from Cardiff Business School, University of Wales (UK), Post Graduate Diploma in Accountancy (PGDA (IFM) and Advanced Diploma in Accountancy (ADA IFM), Fellow Certified Public Accountant FCPA (T).

Professor Honest Ngowi,

Member of SCL BoD


Honest Prosper Ngowi is Professor of Economics, researcher and consultant in Economics and Business at Mzumbe University. He heads the Department of Short Courses, Research and Consultancy. He is a prolific writer who has written and published widely (over 70 academic publications, over 80 research and consultancy reports and over 500 newspaper and magazine articles) in economics, business and related areas.
He has been a member of various boards including Tanzania Investment Centre (TIC), Economic and Social Research Foundation (ESRF), Foundation for Civil Society (Board Chairman for two years until 2017), SWISS Aid, Restless Development, Envirocare; University of Stellenborsch Business School in South Africa and SAGCOT Centre Ltd. Professor Ngowi is a distinguished fellow at the African Centre for Technology Studies and member of Consortium of Senior Scholars at the University of Lusaka Zambia and has also served in the position of Visiting Senior Research Fellow at the University of Bergn Norway. He is multilingual with fluency in English, Norwegian, Kiswahili and working languages in Danish and Swedish.

Gaudence Temu

Mr Temu is an accomplished business leader with over 20 years of proven track records of leading businesses to success. His areas of expertise include law, strategic management, financial planning and monitoring, compensation and talent management, risk management and corporate governance. He worked for 22 years as the CEO & Company Secretary of Swissport Tanzania Plc., a multinational company with airport ground handling operations across the globe. He is the founder and chairman of Bongo Export House Ltd (a private Tanzanian company founded primarily to promote and facilitate agricultural commodity exports from Tanzania).

Antoinette Tesha-Ntlemo

Antoinette Ntlemo is the Director General of TIB Rasilmali Ltd, a government owned financial advisory and securities Broking Company. Prior to joining TIB Rasilimali, Antoinette spent 8 years in South Africa; with the Investment Bank of Barclays Africa where she oversaw the establishment of a Pan African electronic trading business across the eleven operations of Barclays. Prior to joining Barclays she spent a year at Thomson Reuters as the regional team lead for client training Africa. Before moving to South Africa she was the Head of Global Markets Sales of Stanbic Tanzania. Antoinette holds a Bachelors of Economics and Development from University Of Sussex and a Degree in International Business Management from University of Surrey.

Brian LoBue

Brian LoBue is one of the founders and the Director of Kokoa Kamili Limited in Tanzania. Previously, he worked with Enterprise Development Unit with TechnoServe, Management Consulting practice at BearingPoint, Inc. in McLean, Virginia. He worked on product-line profitability analyses for petro-chemical clients, as well as authoring a white paper on international capital flows with regards to M&A activity. Brian has a Bachelor of Arts in Psychology, with a minor in Industrial Engineering from Stanford University. He also holds a Master of Business Administration from Yale University, where he was an Associate World Fellow.

Robert Pascal

Mr Pascal brings extensive (a life-long) experience in value-chain financing and product innovations based on existing and emerging technologies. Mr Pascal comes with a very impressive board member experience with institutions such as Presidential Trust Fund for Self-Reliance, Rice Council of Tanzania, and International Union for Conservation of Nature. He brings in significant skills on strategy development, financial management and communications. Robert has a Bachelor of Commerce in Finance from University of Dar es Salaam Business School and an MBA in International Banking and Finance from Birmingham Business School in the United Kingdom.

Ms. Nkuvililwa A. J. Simkanga

Ms. Simkanga serves as a Director of Policy and Planning with Ministry of Agriculture. She holds an M.A. in Economics and Management of Rural Development form the University of Manchester, UK (1994 -1995) and a Post Graduate Diploma in Development Economics form the University of Essex, UK (1988). She also was a member of the Special Task Force to carry out an on-the-spot assessment of the situation at the Centre on Integrated Rural Development for Africa (CIRDAFRICA) so as to facilitate the relocation of the Centre from Tanzania to Nigeria; She was a member of the Technical Team for the preparation of the Client Service Charter for the Ministry of Agriculture Food Security and Cooperatives. Ms. Simkanga served also as a Chairperson of Technical Appraisal Task Force on the establishment and operation of a green leaf tea processing factory at Dabaga, Kilolo District in Iringa Region. Other than that she also served as the Chairperson of Technical Team to establish on how to solve the Lupembe Tea Factory problems and as the Chairperson of the Technical Team for formulation of the Framework for Implementation of the Long Term Perspective Plan 2011/12-2025/26, Five Years 2011/12-2015/16 and Annual Plan at the Prime Minister’s Office. Currently she is also a Member of the Board of Directors of Rufiji Basin Development Authority and the chairperson of Ministerial Tender Board 2015.
